Judiciary Receives Technical Assistance for Courthouse Security Enhancements

Saipan, CNMI – The Judiciary has begun its security improvement projects in its three courthouses on Saipan, Tinian and Rota. On January 12-16, 2026, consultant Joseph Duren Lopez of Weigh Anchor Consulting conducted site visits to provide short-term and long-term planning for courthouse security.

The courthouse security funding originated from the Community Project Funding by former Congressman Gregorio Kilili Sablan. The grant was placed under the management of the Bureau of Justice Assistance (BJA) in the Fiscal Year 2024 Byrne Discretionary Community Project Grants Program.
“The Judiciary is fortunate to have this critical funding to strengthen its security infrastructure, and we acknowledge the efforts of Congressman Kilili,” said Justice John A. Manglona, who heads the Courthouse Security committee.
Based in Snohomish, Washington, Weigh Anchor specializes in project and construction management. It has undertaken a contract with the National Training and Technical Assistance Center (NTTAC) to support the Judiciary’s implementation of a federal grant for improving courthouse security. Prior to the site visit, Mr. Lopez reviewed procurement documents and provided technical guidance for the Judiciary. He also met with the Judiciary leadership, conducted assessments, updated facility documentation, identified general areas for improvement, and offered recommendations for procurement.

“The Judiciary extends its appreciation for the technical support provided through the BJA and NNTAC, as well as the expertise and professionalism of Mr. Lopez in advancing these security enhancement initiatives,” said Director of Courts Sonia A. Camacho.
