Court Clerks Sharpen Skills at Professional Development Training

The Offices of the Clerk of Court recently concluded a dynamic three-day professional development training, designed to strengthen their ability to serve the public efficiently and professionally. Held on August 28-30, 2024 at Guma’ Hustisia and Pacific Islands Club Saipan, the training not only underscored the Judiciary’s commitment to excellence but also provided a valuable platform for collaboration and personal growth.

The event featured a broad range of sessions tailored to the diverse roles of the clerks. From learning about courtroom technology and the details of e-filing to understanding safety procedures from the Judiciary’s Marshals Service Division, the staff engaged in thought-provoking discussions and hands-on workshops. “It was incredibly eye-opening,” said Deputy Clerk Raige Sablan. “Hearing directly from the various divisions about their unique roles gave us a clearer picture of how we all contribute to the larger mission of the Judiciary.”


Sessions also delved into the Rules of Civil and Criminal Procedure with presentations from the CNMI Bar Association and explored stress management techniques provided by CHCC’s Community Guidance Center. A much-appreciated highlight for many clerks was the practical self-care session that included a mwarmwar-making tutorial, blending a team-building opportunity with cultural enrichment.


For veteran clerks like Deputy Clerk Rosie Jane Ada, who has over 30 years of experience with the Office of the Clerk of Court, the training served as a refreshing update. “This was more than just a refresher,” Ada shared. “It allowed us to engage directly with the material, especially around the Rules of Civil Procedure, and gave us the chance to ask real-time questions.”


Day two continued with lessons on writing skills, the Judiciary’s specialized treatment courts, and the history of the NMI Judiciary, presented by law clerks and division managers. The training concluded on day three with an in-depth look at appellate court forms and procedures, including several team-building exercises designed to strengthen communication and efficiency within the department. “The refreshers on appellate protocols and existing processes were incredibly helpful,” remarked Deputy Clerk Eva Calvo. “This is exactly the kind of growth opportunity we hope to see more of in the future.”


This professional development training was made possible in part by the Drug Court Division and Judiciary Historical Society. It aligns with the Judiciary’s Strategic Plan, specifically addressing Goal 5: “Promote an Efficient and Professional Workplace.” Published in December 2023, the Strategic Plan is designed to guide the Judiciary through November 2028, with a focus on fostering a more collaborative and cohesive work environment. By offering opportunities for team-building exercises and promoting collaboration, the training directly supports this goal. It encouraged staff members to strengthen their communication skills and fostered a deeper understanding of their roles within the broader judicial system.
